Penetrants

Penetrants are wetting agents that lower water’s surface tension, helping it soak into deeply burning or highly porous fuels such as duff, peat, or thick fuel beds. In those situations, water alone often can’t reach the inner fuels where heat is generated, so cooling and extinguishment are less effective. By using a penetrant, water spreads more thoroughly through the fuel bed, saturating it and delivering the cooling effect deeper where embers and heat reside, which slows or stops the burning more reliably.

Water by itself tends to wet only surfaces and may not penetrate dense or porous fuels well. Fire retardants and foams serve other purposes—retardants create a chemical coating to slow spread, while foams improve coverage and reduce run-off—but neither are as specifically focused on driving water into deep, burning fuel layers as penetrants.
